Abstract

The issue of social rights, which are considered second-dimensional rights, is of great importance in the Brazilian legal system. These rights require the State to assume aprovisional role in reducing inequalities, becoming a fundamental right. To fulfi ll thisobligation, it is necessary for the State to intervenein social life,implementingf undamental rights and creating policies for inclusion and social development throughlaws and incentives. The eff ectiveness, application and realization of social rights require action by the State, but it is necessary to understand the concept of the serights and the dimension inwhichthey fi t,aswellastheir eff ectiveness,mainlyinthe Federal Constitution. In order to achieve the realization of social rights, which are those thatrequire positive action from the State, it is necessary to analyze the principle of effi ciency,public policies and affi rmative actions. In addition,thisarticlewilldemonstrate the following objective: to present the role of social rights in protecting citizens.This article approaches a qualitative research with bibliographical data collection. Based on a theoretical review, the study will demonstrate that social rightsare fundamental for the protection of citizens.
